Is there a way to create Mobile Users on Mass?

Yes. Starting in TaroWorks 6.2, you can create TaroWorks Mobile Users in a single object. You can create many mobile users at once by uploading the TaroWorks Mobile User records through an import tool like Data Import Wizard, The structure of the .csv file can be found here. The following table describes the fields in the upload template.

Field in TaroWorks Mobile User Object	Value in CSV
License**	The license type associated with the mobile user.
Account Name	The Account to be associated with the mobile user for Partner User License type. This needs to be TaroWorks Partner Account (or another valid account created with these steps).
Alias*	An 8 digit unique alphanumeric.
Email*	The email address where the password communications will be sent.
First Name	The first name of the Mobile User
Language*	The language that the mobile user will be collecting in. This needs to be Salesforce Language codes. These can be found here.
Last Name*	The last name of the Mobile User.
Mobile	The mobile number of the Mobile User.
Phone	Another phone number of the Mobile User.
Profile*	The profile which the mobile user will belong. This should be TaroWorks Partner User (or another valid profile created with these steps).
Salutation	Either Mr, Mr., Ms., Mrs.
Username	Should be in the format of an email. Must be unique across all Salesforce instances.

1. Create a .csv containing a column for each of the values above. 
2. Use Data Import Wizard, or your favorite Salesforce Input Tool to create new TaroWorks Mobile User records using this .csv. 
3. Confirm your upload was successful by checking that these Mobile Users have been created in the TaroWorks Mobile Users tab.
